Presently, the apportionment and application of combat air assets to accomplish the theater commander's objectives has been at the center of the debate on the best use for joint airpower. The reasons for the disagreements over the apportionment occur because modern airpower has multiple capabilities and can perform in a wide variety of contingencies, but there are normally more airpower requirements than there are assets. Currently, joint doctrine identifies two methods of apportioning combat aircraft--by priority or percentage. This study follows the methods of combat air apportionment used during both the Korean War and Desert Storm.
