With ratification, they also created three Branches of the Federal government. The Federal government did not create State Legislatures. The Federal government is subject to the collective will of today's State Legislatures under Article V. The Founders wisely left for future Legislatures sovereignty and deliberative authority that empowers them to modify the conduct of the Federal government through Amendment Conventions when the people suffer an egregious wrong that the Federal government refuses to remedy.
