Although EPA's charge to the Council focused on "types" of permits, the Council's response respectfully shifted the focus to a broader context: cumulative impacts from multiple permits and environmental conditions. Prioritizing environmental justice opportunities by traditional permit type is too narrow to properly address the charge. Thus, this report addresses a broader approach.
