The motivation that led Brazil to become a permanent destination for Haitians as of 2010, and for many other peoples, since Haitian immigration in this period is only the largest, proves that there is a favorable and attractive conjuncture in relation to Brazil at the beginning of the 21st century that corroborates in this direction. The prominent emergence of the country at a time of global fragility, in the face of the crisis in developed countries, happens assertively and not by chance. Moreover, presenting a foreign policy focused on international projection, seeking an insertion in the world scenario, Brazil creates conditions for this to become an important migratory flow to be studied. However, at the domestic level, little has been done to adjust this demand with regard to civil society, there being a distance in perceiving the advantages of receiving these immigrants, given the numerous problems already faced in all the services that the Brazilian State provides to its population, even though the Lula government has lifted many people out of extreme poverty.
