Dieses Regieren zielt auf das Bestimmen uber die Ausubung eigener wie fremder Kompetenzen. Einerseits ist es inhaltlich weitestgehend ungebundenes Bestimmen uber den Staat. Andererseits wird es politisch reguliert: Es setzt die Mitwirkung Vieler voraus und ist auf Vertrauen angewiesen. Jannis Lennartz stellt das verfassungsrechtliche Fundament anhand des Verhaltnisses der Regierenden dar, welches massgeblich durch die Richtlinienbestimmung gemass Art. 65 S. 1 GG geordnet wird.
