The primary federal laws that govern how EPA regulates pesticides in the United States are FIFRA and FFDCA. Under FIFRA, EPA registers pesticides distributed, used, or sold, in the United States and prescribes labeling and other regulatory requirements to prevent unreasonable adverse effects on health and the environment. If use of a pesticide would result in a residue of the substance in or on food, EPA may not register a pesticide under FIFRA unless, among other things, it can determine that the residue is "safe" as defined by section 408 of the FFDCA.
