As we know, in the city of Bukavu, November 28, 2012, we have noted the security and humanitarian situation in the East of the Democratic Republic of Congo, the occupation of Goma in North Kivu by the M23 rebels and their progression towards South Kivu have worried more than one Congolese. In this same perspective, the Office of the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in South Kivu speaks of the attitudes taken in conjunction with the Armed Forces of the D.R. Congo (FARDC) for the protection of civilian populations in South Kivu. From this perspective, one might ask whether MONUSCO's mandate to protect civilians constitutes engagement or disengagement. Although it has the provisions of Article 55 of the UN Charter and the various missions assigned to MONUSCO concerning the promotion and protection of human rights in times of conflict, there are still many barriers to overcome. Although it is the responsibility of the personnel of a UN peacekeeping operation to do everything possible to avoid human rights violations, the mission of MONUSCO is not yet complete.
