The author compares vertical and horizontal systems of policy interdependence. The increasing vertical interdependences in the Federal Republic of Germany since 1969 as well as its consequences are described. It is shown that the efficiency of resource allocation and the capacity for innovation have been restricted. In the case of vertical policy interdependence by contrast with horizontal interdependence, policy programmes can only be developed and implemented on a lower conflict level. Although the present state of the constitution is subject to much critism virtually no proposals for reform have been put forward. An analysis of the bureau- cratic and political interests tries to explain why.
