Synopsis "The Combined Joint Task Force Chief of Staff"
The Caspian Guard Intermediate Level Education Joint Wargaming exercise took place on 21-24 March 2006 at Ft Leavenworth, Kansas. This exercise tasked a Combined Joint Task Force (C/JTF) established under European Command (EUCOM) to execute the US and allied mission in the Azerbaijan region. A joint staff, formed from the students of both Command and General Staff College (CGSC) and Air Command and Staff College (ACSC), conducted Mission Analysis and developed a Commander's Estimate to deter and defend Azerbaijan from invasion. Underneath the C/JTF were four functional commands, a Combined Force Land Component Command (CFLCC), a Combined Force Air Component Command (CFACC), a Combined Force Maritime Component Command (CFMCC), and a Combined Joint Special Operations Task Force (CJSOTF). Each component command had both US and coalition forces under its purview. The Chief of Staff (COS) for the C/JTF oversaw the staff and drove the accomplishment of the assigned tasks. This paper will summarize the duties of the COS as delineated in joint doctrine, cover the actual duties performed during the exercise, and then conclude with recommendations for the next joint exercise's design and execution.
