If California were an independent country, its economy would rank between Germany and the United Kingdom. Although its left-leaning electorate is predicted to shift somewhat before the next national election, California is unlikely to flip anytime soon. However, events occurring in the Golden State could change all that. Some might flow from natural disasters like the widespread rash of wildfires and power outages. But others were being orchestrated by influential and wealthy men and women from both political extremes whose thirst for power had united in a shadow government plotting to seize control when California crashed and burned. Occasionally, one of the Gang of Twenty-One would drop a clue or leave a footprint hinting at the group's existence and had to be eliminated. When Sheriff's Captain Ron Morrison is murdered execution-style on the Morongo Grade, DDA Liz Jameson and Deputy Chief Mitch Harrow put aside past differences to solve the homicide of a man with intimate ties to each of them. In doing so, they uncover a plot reaching far beyond the borders of the Golden State, exposing them to danger from powerful forces, including those rooted in their individual histories, and in which even the closest relationships are not always what they seem
