A sadistic predator has just arrived in San Francisco and begins his bloody rampage on an unsuspecting public.Craving notoriety, the killer starts sending pictures with cryptic messages to a local television reporter. Seizing the opportunity to make headlines, Nicole Campbell arrogantly accepts the messages and uses them in her news reports. The publicity the stories generate shoot her right into the spotlight but now her "source" is getting a little too close... With each new murder, the killer-emboldened by the reporter's stories about his savagery-keeps getting more and more gruesome.Heading the case is SFPD veteran Lieutenant William Culp and his partner, Inspector Ricardo Diaz, but the killer seems to be one step ahead of them every time. As he ups the ante on his brutal slayings, taunting police and the reporter, the F.B.I. joins in on the manhunt. An irritated Lt. Culp is forced to put his ego aside and work together with the Feds in order to try and put a stop to the bloody carnage but the killer has a personal agenda and he's not about to let ANYBODY get in his way.Not since the Zodiac Killer has a madman kept the "City by The Bay" on edge.
