The lease was issued effective December 1, 2000, to Helis (35.0% interest), Houston Energy, Inc. (6.0% interest), and Duke Energy Hydrocarbons, LLC (59% interest) on November 28, 2000. On November 29, 2000, Helis was designated as the operator of Brazos Block 417.
